Warsaw, Virginia — Delegate Hillary Pugh Kent announced that HB648 has been signed into law, establishing new restrictions on the sale of nitrous oxide products, also known as “galaxy gas,” and devices intended for its recreational inhalation.

The legislation was inspired by constituent Gerrie Gray-Benedi, who has been a major advocate for restricting access and the harmful misuse of galaxy gas, which is plaguing communities across the Commonwealth with little to no regulation.

While nitrous oxide has certain culinary, automotive, medical, and industrial applications, the new law will specifically target products and devices designed for recreational inhalation, which have increasingly become accessible to young people.

“I am deeply grateful to Delegate Hillary Pugh Kent for her leadership and willingness to take action on an issue that many people were unaware of,” said Gerrie Gray-Benedi. “When I first began advocating for reform, my goal was to bring attention to the growing harms associated with recreational nitrous oxide abuse and encourage meaningful legislative action. Delegate Kent listened, engaged with the issue, and ultimately championed legislation that passed with bipartisan support. This accomplishment demonstrates what can happen when citizens and elected officials work together to address a public safety concern.”

Medical experts have warned that prolonged nitrous oxide abuse can lead to serious neurological damage, paralysis and long-term health complications.

“What began as a conversation with concerned parents quickly revealed that this issue was affecting far more families than many realized,”  Kent said. “From committee hearings to final passage, individuals impacted by nitrous oxide abuse came forward to tell their stories, advocate for change, and build support for this legislation. Their voices played a critical role in curtailing this public safety crisis by accomplishing a meaningful bipartisan solution. I am grateful to the many constituents, families, and those affected who shared their personal experiences throughout the legislative process, as well as my colleagues in the General Assembly.” 

HB648 will take effect on July 1, 2026, alongside companion legislation, SB360, carried in the Senate by Senator Richard Stuart.
